About
Ar-Raqib comes from the root r-q-b, meaning to watch over, to wait attentively and to guard. The related word raqabah means "neck," and it is said that the sense of watching is linked to it because someone keeping close watch stretches their neck to look.
Ar-Raqib is the One who constantly observes the states, words and intentions of His servants, watching with both knowledge and protective care. His watchfulness is not surveillance meant to oppress; it is the assurance that no good deed is lost and no wrong goes unseen.
In the Quran the name appears in the very first verse of Surah An-Nisa, in a passage about humanity's shared origin and the rights of family ties. Surah Al-Ahzab states that Allah is watchful over all things, and in Surah Al-Ma'idah Jesus acknowledges that it was Allah who was the Observer over his people.
From the Qur'an
O mankind, fear your Lord, who created you from one soul and created from it its mate and dispersed from both of them many men and women. And fear Allah, through whom you ask one another, and the wombs. Indeed Allah is ever, over you, an Observer.
